Report: Windows Phone Tango to support 120 languages, C++ development

When Microsoft confirmed Windows Phone "Tango" back in August, it emphasized its focus on developing country markets that other heavyweight manufacturers tend to neglect. Today, new details have emerged to corroborate these claims about Redmond's forthcoming update, which will reportedly support a wider range of languages than its Mango-flavored predecessor. As WP Sauce reports, a Microsoft representative confirmed the news at a developer event in India today, telling attendees that Tango will support a full 120 languages, compared to the 35 tongues that Mango currently support. (iOS, by comparison, supports 34 languages, while Android boasts 55.) One of the speakers also reportedly confirmed that Windows Phone would add support for C++ native coding, though it remains unclear whether that will apply to Tango, or Windows Phone 8 (codenamed "Apollo"). We'll have to wait and see whether or not any of this actually comes to fruition, though it's worth noting that WP Sauce has since pulled its report on today's news, apparently at the request of Microsoft.

Report: Windows Phone Tango to support 120 languages, C++ development originally appeared on Engadget on Mon, 30 Jan 2012 12:29:00 EDT. Please see our terms for use of feeds.

(AP) ? Investigators on Sunday were trying to determine what motivated the driver of a sport utility vehicle to ignore a downed crossing arm and flashing lights and pull the vehicle into the path of an oncoming commuter train in Sacramento.

Three died after the Saturday afternoon collision south of downtown, including a 21-month-old boy.

One of the four people inside the Nissan Pathfinder remained in the hospital Sunday at the University of California, Davis Medical Center in Sacramento, where she was being treated for serious injuries.

Authorities also were trying to sort out the relationships of those involved and were not releasing their identifications.

In addition to the toddler, the dead included a 25-year-old woman and a 62-year-old man, who was ejected from the Pathfinder when it was struck by the southbound light rail train traveling at 55 mph shortly after 4 p.m. The impact pushed the SUV about 30 yards down the track and flipped it.

Officer Laura Peck, a spokeswoman for the Sacramento Police Department, said the woman taken to the hospital was the man's wife.

Investigators and officials with the Sacramento Regional Transit District said video from cameras mounted on the intersection showed the SUV drive around the crossing arms just before impact. That video and other pictures captured by a camera mounted on the train are part of the investigation and were not being released publicly, Peck said.

Witness accounts appear to support the video evidence that the crossing arms were down and warning lights were flashing when the SUV tried to get across the tracks.

Davis resident Ravin Pratab, 42, was in a car that was waiting to cross the tracks when he said he heard a loud bang and then "saw a light-rail train heading south with a big truck smashed on it."

Authorities said six of the roughly 50 passengers on the light rail train were taken to local hospitals but had only minor injuries.

On Sunday, the tracks were cleared and the intersection was open, with no sign of the previous day's collision. A white teddy bear was placed at the base of the pole holding the crossing arm, on the same side of the tracks where the SUV had been before it attempted to cross.

Regional transit officials said trains were operating on their regular schedule after a section of track was repaired Saturday night.

One question investigators are trying to answer is the length of time the crossing arms were down. The light rail train passed through the intersection after two Union Pacific freight trains, going in opposite directions and using different tracks, had passed by.

Neither Peck nor a spokeswoman for the transit district said they knew the length of the interval between the time the freight trains cleared the intersection and the commuter line came through. The light rail system has its own dedicated tracks.

Drivers in Sacramento often can wait up to 10 minutes for a freight train to pass, then might have to wait several minutes more because of an approaching light rail train. The extended wait times can be a source of irritation ? and missed appointments ? in California's capital.

Alane Masui, a spokeswoman for the Sacramento Regional Transit District, said Sunday that determining the length of time the crossing arms were down and the interval between the trains was part of the ongoing investigation.

Sacramento's light rail system, started in 1987, carries an average of 50,000 passengers a day. On weekdays, it's packed with those commuting between the suburbs and state government jobs downtown.

Masui could not immediately say whether Saturday's collision was the deadliest in the system's history or how many collisions between light rail trains and vehicles had occurred in the past.

Putin critics take to cars to demand fair elections (Reuters)

MOSCOW (Reuters) ? Critics of Prime Minister Vladimir Putin drove in their hundreds around central Moscow on Sunday in cars trailing white ribbons, a symbol of Russia's protest movement, staging a mobile demonstration to demand fair elections.

Opposition leaders are trying to maintain momentum after tens of thousands of people angry over alleged election fraud and Putin's plan to return to the Kremlin in a March vote turned out last month for the biggest protests of his 12-year rule.

"This has an important symbolic meaning. We have arrived at the stage when we don't want to be vassals any more," said opposition activist Ilya Ponomaryov, who picked up hitchhikers with white ribbons in his purple sedan.

Organizers said the demonstration also aimed to advertise protest marches planned for next Saturday, exactly one month before the March 4 presidential election.

"We want to show our unity. This is very visible. This is preparatory work for February 4, when there will be even more people than on Sakharov Avenue," Ponomaryov said, referring to the site of a December 24 rally that drew tens of thousands.

Polls indicated Putin will regain the presidency, extending his rule for at least six more years. He was president from 2000-2008 and is widely believed to have been holding Russia's reins for his prot?g?, President Dmitry Medvedev.

Some drivers resorted to white construction tape, printer paper, grocery bags and even white lace as they cruised around Moscow's Garden Ring road. Organizers said more than 3,000 motorists took part, while police put the number at about 300.

In the minus 15 C (5 F) chill, many pedestrians applauded or waved white handkerchiefs from the sidewalks in solidarity. One vehicle had a life-sized straw figure with a picture of Putin's face strapped to its hood.

Cars are a strong symbol not only of status but of personal freedom in Russia and the right to choice in a country where even ownership of a tiny Soviet-made Lada was a luxury in the communist era and foreign cars were virtually non-existent.

The protests, provoked by widespread suspicions of fraud favouring Putin's ruling party in a December 4 parliamentary election, have revealed dismay among Russians.

Middle-class city dwellers in particular feel they have no say in politics and that Putin's decision to return to the Kremlin was thrust upon them.

"We have to fight for our rights... We have to show our strength so that maybe people will see us and come to the February 4th protest," said Nadezhda, 26, who works for a state TV station. Nadezhda, who declined to give her last name, said her station had told employees not to take part in Sunday's protest.

"I feel cheated by the vote," Yevgeny Starshov, 23, a student at a state school of public administration, said of the parliamentary election.

"We have to do something to change the country for the better, not through riots or some kind of revolution but through such peaceful demonstrations to fight for more fair elections."

Thousands of Putin's supporters rallied on Saturday in Yekaterinburg, Russia's fourth-largest city, to back his election bid.

China leader stresses communist control over army (AP)

BEIJING ? Chinese President Hu Jintao is stressing the ruling Communist Party's ultimate control over China's rapidly modernizing military.

Hu's assertion came Sunday in a statement in the military's Liberation Army Daily newspaper calling on the 2.3 million-member force to develop advanced military culture. That is communist shorthand for retaining a leading role for socialist ideology.

Such calls seek to counter any movement toward nationalizing the force by making it ultimately responsible to the government rather than the party.

The People's Liberation Army has in recent years acquired latest-generation jet fighters and other advanced equipment. Last year it began sea trials for its first aircraft carrier.

Danny Boyle offers sneak peek at opening ceremony (AP)

LONDON ? Oscar-winning director Danny Boyle offered a sneak peek Friday of his vision for the 2012 London Olympics: A massive bell that will ring in the opening ceremony along with a segment on one of Britain's most maligned institutions, the National Health Service.

His comments were unusual, as details about Olympic ceremonies are typically closely guarded secrets. But Boyle seemed almost giddy as he offered two small hints during a news conference to mark the six month-anniversary to the July 27 opening of the games.

His attitude was a cross between 'I have a secret' and 'you will love it!'

"It's an enormous bloody thing," he said to chuckles at 3 Mills Studio, where the production is being shaped.

Boyle said he was fully aware of the pressures to produce the first Summer Games ceremony since Beijing enchanted the world in 2008. And while he had praise for other spectacles, he offered a clue to the feeling he hopes to invoke in London by citing the 2000 ceremony at the Sydney games, calling that "the people's games."

The "Slumdog Millionaire" director outlined his vision of the ceremony with the theme "Isles of Wonder," a nod to the British Isles.

He has ordered up a 27-ton bell to ring in the games, playing on a custom from the time of William Shakespeare, when a theatrical performance was started with a proper clang.

The bell, which was cast Friday by a foundry in operation for centuries ? will be inscribed with a line from Act 3, Scene 2 of "The Tempest," in which Caliban says "Be not afeard; the isle is full of noises."

"We want people to be able to hear those noises," Boyle said.

And then there's that segment involving the health service ? not a typical subject for a sports ceremony. Boyle described the British system, which offers universal health care to all, as "something unique about our country." Organizers have recruited real nurses and other medical workers to take part in the segment.

Boyle's films and plays have both tremendous energy and visual flair. Though he's had success in fusing cultural influences, the creation of a spectacle that appeals to an audience in the billions around the world is a daunting challenge.

He seems to be having fun with it, though.

Boyle bounced up from his chair at the presentation, and introduced a "behind the scenes" film about the ceremony that featured shots of trapeze artists and dancers, seamstresses sewing costumes and an improbable immense clear ball in which a person appeared to be rolling.

States with the most, and least, credit card debt

AFP - Getty Images

Experts disagree on whether rising credit card debt is a good or bad indicator for a state's economy.

By Charles B. Stockdale, 24/7 Wall St.

Americans cut down their credit card debt by 11 percent last year, compared to 2010, according to a new report by Credit Karma. 24/7 Wall St. looked at the average credit card debt owed by the residents of each state to determine the five states with the most and the least debt as of December 2011.

Credit card debt is a measure of the economy, and some analysts are suggesting that the decrease in the debt is a positive sign. But not all agree. Ken Lin, CEO of Credit Karma, told CNNMoney that the drop in debt is the result of weak consumer confidence, resulting in slower spending, tighter lending on the part of banks and lower credit limits.

24/7 Wall St.: The eight beers Americans no longer drink

One of the driving factors for states whose residents owe the most in credit card debt is that they are wealthy states. Nine out of the 10 states with the most in credit card debt have among the highest median household incomes. Alternatively, six of the 10 states with the smallest amounts of credit card debt have among the lowest median incomes.

Other than high median income, many high-debt states also have high costs of living relative to other states. Seven of the 10 with the highest rates of debt are within the 15 states with the highest costs of living. When people must pay more for consumer goods, they often end up with larger amounts of debt. The opposite case is also true. States whose residents pay less for goods have less debt. Four of the 10 states with the lowest amounts of debt are within the 15 states with the lowest costs of living in the country.

Corresponding with wealth, many of the states with high levels of debt have above-average credit scores. In fact, six of the 10 states with the most debt are among the 15 states with the highest average credit scores. Six of the 10 with the least debt are among the 15 states with the lowest credit scores.

States with the least credit card debt

5. Louisiana

  • ?Credit card debt: $5,856
  • ?Median household income: $42,505 (10th lowest)
  • ?Average credit score: 635 (3rd lowest)
  • ?Cost of living: 20th lowest

Louisiana is a relatively poor state, with the 10th-lowest median household income in the country. The low income keeps spending levels low too. The average credit card debt among Louisiana residents is the fifth-lowest in the country. This does not prevent state residents from having financial troubles?? their average credit score of 635 is the third worst in the country. Two Louisiana cities? ? Shreveport and Monroe? ? were recently included in a list of the largest U.S. cities with the lowest credit scores in the country.

24/7 Wall St.: Worst product flops of 2011

4. Utah

  • ?Credit card debt: $5,816
  • ?Median household income: $54,744 (13th highest)
  • ?Average credit score: 673 (5th highest)
  • ?Cost of living: 5th lowest

Utah is relatively wealthy, with a median household income of nearly $55,000. Despite this, the cost of living in the state is the fifth-lowest in the country. With high incomes and a low cost of living, Utahns maintain conservative personal debt, illustrated by their fifth-highest average credit score.

3. Alabama

  • ?Credit card debt: $5,770
  • ?Median household income: $40,474 (5th lowest)
  • ?Average credit score: 637 (5th lowest)
  • ?Cost of living: 12th lowest

Alabama is another poor southern state. Each household makes approximately $40,500 ? the fifth-lowest median income in the country. A relatively low cost of living may have contributed to Alabama residents having one of the lowest levels of credit card debt in the country, but it did not help their credit scores. Alabama has one of the lowest average credit score in the country. Alabama was named by?U.S. News?as one of the most frugal states in the country.

2. Mississippi

  • ?Credit card debt: $5,276
  • ?Median household income: $36,851 (the lowest)
  • ?Average credit score: 652 (18th highest)
  • ?Cost of living: 10th lowest

Mississippi residents have the second-lowest amount of credit card debt in the country. They also have the lowest median household income, at $36,851. On top of this, the cost of living in the state is the 10th lowest. Unlike Alabama, however, residents manage to maintain relatively high credit scores ? the state average is the nation?s 18th highest. Mississippi also was named as one of the most frugal states by?U.S. News.

24/7 Wall St.: 10 states that cannot pay their bills

1. Wisconsin

  • ?Credit card debt: $5,062
  • ?Median household income: $49,001 (22nd highest)
  • ?Average credit score: 662 (14th highest)
  • ?Cost of living: 25th lowest

Wisconsin has the lowest average credit card debt in the country. This appears to be the result of frugality. The state has a higher median household income than many other states with low average credit card debts. The low level of credit card debt in the state cannot be simply explained by a low cost of living as it is not especially low in the state. The fiscal responsibility of Wisconsinites is fairly high, demonstrated by their average credit score, which is the country?s 14th highest.

States with the most credit card debt

5. Colorado

  • ?Credit card debt: $7,533
  • ?Median household income: $54,046 (15th highest)
  • ?Average credit score: 669 (11th highest)
  • ?Cost of living: 19th highest

Colorado is not quite as wealthy as the other states with the highest average credit card debt. But it still has the 15th-highest median household income in the country. The cost of living in the state is comparable to the state?s median income. Despite the high level of debt, residents are generally living within their means, as exemplified by the state?s high average credit score.

4. New Jersey

  • ?Credit card debt: $7,608
  • ?Median household income: $67,681 (2nd highest)
  • ?Average credit score: 679 (the highest)
  • ?Cost of living: 6th highest

New Jersey has the sixth-highest cost of living in the country. Residents, though, have the money to spend and accumulate debt. With a median household income that is the second-highest in the country, it is not surprising that residents have racked up such a high average credit card debt. Despite the high debt levels, however, personal finances are managed well the average credit score for New Jersey is the highest among all states.

3. Connecticut

  • ?Credit card debt: $7,730
  • ?Median household income: $64,032 (4th highest)
  • ?Average credit score: 672 (9th highest)
  • ?Cost of living: 4th highest

Connecticut is often recognized as one of the country?s wealthiest states. This is a well-earned reputation. The state has the fourth-highest median household income. The cost of living is also higher than that in all but three states. Residents, therefore, spend more than those in most other states. Average credit card debt is the third highest in the country, but not surprising, their credit scores are also high.

2. New Hampshire

  • ?Credit card debt: $7,748
  • ?Median household income: $61,042 (7th highest)
  • ?Average credit score: 659 (19th highest)
  • ?Cost of living: 10th highest

New Hampshire is another New England state with a high median household income and a high cost of living. Its median income is the seventh-highest in the country and cost of living is the 10th-highest. Residents of the ?Live Free or Die? state use this affluence to manage the high costs, racking up the second highest rate of credit card debt.

24/7 Wall St.: The 10 most-hated companies in America

1. Alaska

  • ?Credit card debt: $7,937
  • ?Median household income: $64,576 (3rd highest)
  • ?Average credit score: 659 (21st highest)
  • ?Cost of living: 2nd highest

Alaska is the third wealthiest state in the country by median household income. It is also the second most expensive state, due in large part to its distance from the continental U.S. Residents of the state had nearly $8,000 in average credit card debt as of December 2011. The average credit score in the state is not among the highest, but it is not exceptionally low either.

Shelby Tweten Overcomes Bipolar Disorder, Receives Golden Ticket

We're accustomed to our heartstrings being pulled on American Idol. We enter each early round audition prepared for some kind of moving story that producers hope will endear a contestant to the audience at home.

But Shelby Tweten still got us.

This Minnesota native was diagnosed with bipolar disorder in March, has suffered from depression since fourth grade and relies on singing with her mother to overcome the worst of her disease. It's an inspiring story and that, along with a strong voice, earned Shelby a ticket to Hollywood:

Watch the audition above and then check out another we enjoyed from Idol's Aspen showcase, as Haley Smith took us back to the 1970s.

(AP) ? North Carolina Gov. Beverly Perdue, facing a hard fight for a second term, will not seek re-election, a Democratic official said Thursday.

The first woman elected governor in North Carolina history, Perdue faced a potential rematch against former Charlotte Mayor Pat McCrory, a Republican whom she narrowly defeated in 2008 in the state's closest gubernatorial contest since 1972. Perdue's win was partly attributed to Barack Obama's surprise win in North Carolina.

Perdue was expected to make a formal announcement later Thursday, according to a Democratic official, who requested anonymity in order to discuss the governor's decision.

News of Perdue's decision came as North Carolina Democratic Rep. Brad Miller said he also would not seek re-election, avoiding a potential primary contest against fellow Democrat David Price after the Republican-controlled Legislature drew them into the same district.

North Carolina is considered an important state for Obama's re-election prospects and Democrats decided to hold the party convention in Charlotte in September.

Perdue has struggled with a state economy hit hard by the recession and an unemployment rate persistently above the national average. Polling conducted throughout her term has consistently shown her approval ratings hovering around 40 percent.

The first-term governor has clashed with the new Republican leadership in the General Assembly, which swept into power after the 2010 elections and gave GOP control of the Legislature for the first time since the 1870s. Perdue has traded jabs with Republican leaders on issues ranging from jobless benefits to a measure allowing death row inmates to use statistical evidence of racial bias to challenge their convictions. In a sign of the tension, she vetoed a record 16 bills last year.

A native of New Bern, N.C., Perdue worked as a teacher and director of geriatric services at a hospital in her home town before entering politics. She served in the Legislature and as lieutenant governor before being elected governor.

Long Shifts May Raise Some Nurses' Odds for Obesity (HealthDay)

WEDNESDAY, Jan. 25 (HealthDay News) -- Nurses who work long hours and have less physically demanding jobs are much more likely to be obese than other nurses, according to a new study.

Researchers from the University of Maryland School of Nursing surveyed about 2,100 female nurses and found that about 55 percent of them were obese. They determined that nursing schedules affect nurses' health and also the quality of patient care.

"Long work hours and shift work adversely affect quantity and quality of sleep, which often interferes with adherence to healthy behavior and increases obesity," said the study's lead researcher, Kihye Han, a postdoctoral fellow at the nursing school, in a university news release.

Han said the findings -- published recently in the Journal of Nursing Administration -- support the need to change the common 12-hour nursing shift. The researchers added that hospitals and other health care facilities should offer educational programs on how to adapt to work schedules, deal with sleep deprivation and reduce fatigue.

"Considering that more than half of nurses are overweight or obese, increasing availability of healthy food and providing sufficient time to consume it may reduce the risk of obesity and future health problems," Han noted.

In a previous study, the researchers found that in terms of nursing schedules, working long shifts and having too little time off were most often related to the death of patients. A separate study also suggested the 12-hour nursing shift can lead to sleep deprivation, health problems and increased risk for errors in patient care.

Someone Finally Makes ?Shit Silicon Valley Says?

After an onslaught of "Shit [blank] Says" videos in my Facebook Newsfeed, I appealed to Twitter yesterday, surprised that the industry that invented YouTube hadn't weighed in on the phenomenon. Little did I know that husband and wife team Tom Conrad and Kate Imbach were already on it, coming up with the idea on Monday morning and shooting yesterday, with no script (Imbach just said random techy things and Conrad spliced them together into this in edit).

(AP) ? Two people were killed in the Birmingham, Ala., area as storms pounded the South and Midwest, prompting tornado warnings in a handful of states early Monday.

Jefferson County sheriff's spokesman Randy Christian said a 16-year-old boy was killed in Clay and an 82-year-old man died in the community of Oak Grove.

A storm system produced a possible tornado that moved across northern Jefferson County around 3:30 a.m., causing damage in Oak Grove, Graysville, Fultondale, Centerpoint, Clay and Trussville, Christian said. He said several homes were destroyed and numerous injuries were reported.

"Some roads are impassable, there are a number of county roads where you have either debris down, trees down, damage from homes," said Yasamie Richardson, a spokeswoman for the Alabama Emergency Management Agency. Jefferson County experienced "significant damage," she said.

As day broke, rescue crews used chainsaws to clear fallen trees off roads in Clay, northeast of Birmingham. Searchers went door-to-door calling out to residents, many of whom were trapped by trees that crisscrossed their driveways.

Stevie Sanders woke up around 3:30 a.m. and realized bad weather was on the way. She, her parents and sister hid in the laundry room of their brick home as the wind howled and trees started cracking outside.

"You could feel the walls shaking and you could hear a loud crash. After that it got quiet, and the tree had fallen through my sister's roof," said Sanders, 26.

The family was OK, and her father, Greg Sanders, spent the next hours raking his roof and pulling away pieces of broken lumber.

"It could have been so much worse," he said. "It's like they say, we were just blessed."

In Clanton, about 50 miles south of Birmingham, rescuers were responding to reports of a trailer turned over with people trapped, City Clerk Debbie Orange said.

In Arkansas, there were possible tornadoes in Arkansas, Dallas, Lonoke, Prairie and Cleveland counties Sunday night. The storms also brought hail and strong winds as they moved through parts of Arkansas, Tennessee, Illinois and Mississippi.

Tornado warnings were issued for parts of Tennessee, Mississippi and Alabama.

The storm also caused officials to reschedule a planned Monday meeting in Montgomery to receive a study on Alabama's response to a system of killer storms that raked the state last April. That storm killed more than 240 people in the state. Among the hardest hit areas then was Tuscaloosa, where 50 were killed.

Buffett sings in video for China's New Year gala

(AP) ? A hugely popular Chinese Lunar New Year variety show has a special guest star playing the ukulele: American billionaire Warren Buffett.

Buffett is shown wearing a dark sweat shirt and singing the folk song "I've Been Working On The Railroad" in the video posted on state broadcaster CCTV's "Spring Festival Gala" website Sunday.

There are no details on the website about where the 45-second clip was shot, but Buffett appears to be sitting in a small room with an elaborate model railroad set up in the background.

The video's simplicity contrasts with other performances posted on the website of the gala, which is usually a flashy extravaganza that draws 800 million viewers.

Mixed record for Obama's State of the Union goals (AP)

WASHINGTON ? As President Barack Obama prepares to deliver his annual address to Congress, many goals he outlined in previous State of the Union speeches remain unfulfilled. From reforming immigration laws to meeting monthly with congressional leaders of both parties, the promises fell victim to congressional opposition or faded in face of other priorities as the unruly realities of governing set in.

For Obama, like presidents before him, the State of the Union is an opportunity like no other to state his case on a grand stage, before both houses of Congress and a prime time television audience. But as with other presidents, the aspirations he's laid out have often turned out to be ephemeral, unable to secure the needed congressional consent or requiring follow-through that's not been forthcoming.

As Obama's first term marches to an end amid bitterly divided government and an intense campaign by Republicans to take his job, it's going to be even harder for him to get things done this year. So Tuesday night's speech may focus as much on making an overarching case for his presidency ? and for a second term ? as on the kind of laundry list of initiatives that sometimes characterize State of the Union appeals.

"State of the Union addresses are kind of like the foam rubber rocks they used on Star Trek ? they look solid but aren't," said Jack Pitney, a political scientist at Claremont McKenna College. "Presidents will talk about solving some policy problem, and then the bold language of the State of the Union address disappears into the messy reality of governing."

For Obama, last year's State of the Union offers a case study in that dynamic. Speaking to a newly divided government not long after the assassination attempt on Rep. Gabrielle Giffords in Tucson, Ariz., Obama pleaded for national unity, a grand goal that never came to pass as Washington quickly dissolved into one partisan dispute after another.

Many of the particulars Obama rolled out that night proved just as hard to pull off.

Among the initiatives Obama promoted then that have yet to come to fruition a year later: eliminating subsidies to oil companies; replacing No Child Left Behind with a better education law; making a tuition tax credit permanent; rewriting immigration laws; and reforming the tax system.

The list of what he succeeded in accomplishing is considerably shorter, including: securing congressional approval of a South Korea free trade deal; signing legislation to undo a burdensome tax reporting requirement in his health care law; and establishing a website to show taxpayers where their tax dollars go.

One of Obama's pledges from last January's speech ? to undertake a reorganization of the federal government ? he got around to rolling out only this month. And other promises are vaguer or more long term, such as declaring a "Sputnik moment" for today's generation and calling for renewed commitments to research and development and clean energy technology; pushing to prepare more educators to teach science, technology and math; promoting high-speed rail and accessible broadband; and seeking greater investments in infrastructure.

"Clearly as time goes on and a presidency matures you get less and less of it and the State of the Union becomes an aspiration for what you want to do as opposed to a road map for what you can accomplish," said Princeton University historian Julian Zelizer. As voters' enthusiasm fades and opposition deepens, Zelizer said, "You lose some of your power and you get closer to the next election and no one wants to work with you."

Last year's address already contained more modest goals than the speech Obama gave to a joint session of Congress a month after his inauguration, which although not technically a State of the Union report had the feel of one. At the time Obama called for overhauling health care and ending the war in Iraq ? promises he kept ? but also for closing the prison at Guantanamo Bay, Cuba and imposing caps on carbon pollution ? promises unmet.

Obama this month announced plans to use tax credits to encourage employers to create jobs in the U.S. instead of overseas ? an idea he also raised in his State of the Union speech two years ago. Some of his goals, such as immigration and education reform, have resurfaced in multiple addresses, but still without being accomplished.

And rarely has Obama's rhetoric as president reached as high as the lofty promises of his campaign, when he pledged to change the very way Washington does business and remake politics itself. It's a far cry from those promises of change to the ambition of meeting monthly with Democratic and Republican congressional leaders ? but even that relatively modest goal, from Obama's 2010 State of the Union, went unfulfilled.

Delek says government rejects collateral for HSBC loan (Reuters)

JERUSALEM (Reuters) ? Israeli conglomerate Delek Group (DLEKG.TA) said on Sunday that the collateral to back an HSBC (HSBA.L) loan for its gas exploration units had been rejected by Israel's Petroleum Commissioner.

Last month, Delek Drilling (DEDRp.TA) and Avner Oil Exploration (AVNRp.TA) received a $250 million non-recourse loan from HSBC for the development of the Tamar and Leviathan natural gas sites off Israel's Mediterranean Coast and other expenses.

The companies sought to use the partnership rights in the Leviathan project as collateral but the regulator rejected the plan, Delek said in a statement to the Tel Aviv Stock Exchange.

"The commissioner noted ... that if the partnerships decide to submit a new application, they would have to include clarifications with regard to the Tamar lease work and development financing plan and provide supporting documents," Delek said.

"The partnerships are considering additional steps, which include resubmission of an application with the new requirements."

The Tamar prospect, which contains an estimated 9.1 trillion cubic feet of gas, is due online in 2013, with Tamar expected to supply Israel's gas needs for more than 15 years. A nearby site, Leviathan, is nearly twice as large and due to be online around 2017.

Delek and Avner are part of a group led by U.S.-based Noble Energy (NBL.N) developing natural gas wells off Israel's Mediterranean coast.

Noble holds 36 percent of Tamar, while Delek and Avner own 15.625 percent each and Isramco Negev (ISRAp.TA) holds 28.75 percent.

The reliance on Israeli gas has intensified since supplies from Egypt have been erratic as militants have attacked the pipeline between Egypt and Israel 10 times in the past year.

Madrid's Pepe apologizes for Messi foot stomp

Lionel Messi

updated 4:23 p.m. ET Jan. 19, 2012

MADRID - Real Madrid's Pepe has apologized to Lionel Messi for stepping on the Barcelona forward's hand during this week's Copa del Rey quarterfinal, saying that it wasn't intentional.

Pepe told Real Madrid's website Thursday that "as far as the play with Leo Messi, I want to say that it was an involuntary act."

The Portuguese defender added that "even so, if Messi is offended I ask his forgiveness because I want to defend my team and club. ... It never passed through my head to cause harm to a fellow professional."

Pepe received a yellow card in the 17th minute of Madrid's 2-1 loss during Wednesday's first leg when he barged into Sergio Busquets, but referee Muniz Fernandez did not penalize him for stomping on Messi's hand when the forward was on the ground in the 68th minute.

Pepe also fell to the field in the 65th minute clutching his face after coming into contact with Cesc Fabregas, but replays showed the Barcelona midfielder made contact with his arm and chest.

Pepe's actions, as well as Madrid's defensive tactics, have been widely criticized in the Spanish media, including the Madrid-friendly sports dailies.

Madrid coach Jose Mourinho said in the post-match news conference that he hadn't seen the incident, but that it would be "punishable" if it was done on purpose.

The 28-year-old center back has collected eight yellow cards in 11 "clasico" matches and a red card in last season's Champions League semifinal with Barcelona. Pepe was suspended for 10 games in April 2009 after lashing out at two Getafe players in a skirmish that included him stamping on the back of Javier Casquero after pushing the player to the ground, unprovoked.

The second leg of the total-goals quarterfinal will be played at Barcelona's Camp Nou stadium next week.

Barcelona has beaten Madrid 10 times in their last 13 meetings. This was its sixth win against Madrid since Mourinho arrived in 2010.

Republicans set to release official Iowa count

DES MOINES, Iowa (AP) ? Republican Party of Iowa officials are set to release certified vote totals from the Jan. 3 caucuses, the closest outcome in the event's history.

The totals will be announced Thursday morning at the party's headquarters near the Statehouse in Des Moines. The actual documents from each of the 1,774 precincts, grouped by county, will then be made available to presidential campaigns, and media representatives will have access to the documents later in the morning.

The vote total reported by the party on the night of the caucuses showed former Massachusetts Gov. Mitt Romney with 30,015 votes, just eight ahead of former Pennsylvania Sen. Rick Santorum with 30,007.

That slim margin has been called into question by reports of errors in tabulations in some precincts.

China to again close Tibet during sensitive period (AP)

BEIJING ? For a fifth straight year, China plans to close Tibet to foreign travelers during a sensitive period starting in mid-February, travel agents said Thursday.

Agent Yu Zhi of the Lhasa Youth Tourist Agency said Thursday the government's tourist administration in Tibet's capital had informed agents that foreign travelers would be banned from Feb. 20 to March 30.

Another agent with the China International Travel Agency in Lhasa, who wouldn't give her name, said she'd been told the ban would end March 20.

The periodic closure of the Himalayan region encompasses the Feb. 22-24 Tibetan new year festival of Losar as well as the anniversary of a deadly anti-government riot among Tibetans on March 14, 2008.

Tensions are especially high this year following the self-immolations of at least 16 Buddhist monks, nuns and other Tibetans. Most have chanted for Tibetan freedom and the return of their spiritual leader, the Dalai Lama, who fled to India amid an abortive uprising against Chinese rule in 1959.

While authorities have never explained the rational behind the annual closure, it's seen as a standard measure based on the assumption that outsiders could either inspire or witness renewed anti-government protests or other conflicts.

"We haven't seen a written notice, but it's the same as previous bans. We were not told about the reasons, but it's probably because of the Tibetan new year," said Yu, the Lhasa agent.

In addition to the coming closure of Tibet proper, traditionally Tibetan areas of Sichuan province and other parts of western China where most of the self-immolations have taken place have been closed to outsiders for months amid a massive security presence.

A clerk with the Lhasa Tourist Bureau denied there was a ban, but declined give her name. Chinese officials often issue orders regarding sensitive political issues only verbally to allow deniability and maintain the impression of control.

Although Chinese citizens are generally exempt from such closure orders, they have dented China's hopes to develop tourism into a major economic driver in one of the country's poorest regions. Many Tibetans resent Beijing's heavy-handed rule and large-scale migration of China's ethnic Han majority to the Himalayan region. While China claims Tibet has been under its rule for centuries, many Tibetans say the region was functionally independent for most of that time.

Montana students pick winning names for moon craft

ScienceDaily (Jan. 18, 2012) ? Twin NASA spacecraft that achieved orbit around the moon New Year's Eve and New Year's Day have new names, thanks to elementary students in Bozeman, Mont. Their winning entry, "Ebb and Flow," was selected as part of a nationwide school contest that began in October 2011.

The names were submitted by fourth graders from the Emily Dickinson Elementary School. Nearly 900 classrooms with more than 11,000 students from 45 states, Puerto Rico and the District of Columbia participated in the contest. Previously named Gravity Recovery And Interior Laboratory, or GRAIL-A and -B, the washing machine-sized spacecraft begin science operations in March, after a launch in September 2011.

"The 28 students of Nina DiMauro's class at the Emily Dickinson Elementary School have really hit the nail on the head," said Maria Zuber, GRAIL principal investigator from the Massachusetts Institute of Technology in Cambridge, Mass. "We were really impressed that the students drew their inspiration by researching GRAIL and its goal of measuring gravity. Ebb and Flow truly capture the spirit and excitement of our mission."

Zuber and Sally Ride, America's first woman in space and CEO of Sally Ride Science in San Diego, selected the names following the contest, which attracted 890 proposals via the Internet. The contest invited ideas from students ages 5 to 18 enrolled in U.S. schools. Although everything from spelling and grammar to creativity was considered, Zuber and Ride primarily took into account the quality of submitted essays.

"With submissions from all over the United States and even some from abroad, there were a lot of great entries to review," Ride said. "This contest generated a great deal of excitement in classrooms across America, and along with it an opportunity to use that excitement to teach science."

GRAIL is NASA's first planetary mission carrying instruments fully dedicated to education and public outreach. Each spacecraft carries a small camera called GRAIL MoonKAM (Moon Knowledge Acquired by Middle school students). Thousands of students in grades five through eight will select target areas on the lunar surface and send requests for study to the GRAIL MoonKAM Mission Operations Center in San Diego.

The winning prize for the Dickinson students is to choose the first camera images. Dickinson is one of nearly 2,000 schools registered for the MoonKAM program, which is led by Ride and her team at Sally Ride Science in collaboration with undergraduate students at the University of California in San Diego.

"These spacecraft represent not only great science, but great inspiration for our future," said Jim Green, director of NASA's Planetary Science Division in Washington. "As they study our lunar neighbor, Ebb and Flow will undergo nearly the same motion as the tides we feel here on Earth."

Launched in September 2011, Ebb and Flow will be placed in a near-polar, near-circular orbit with an altitude of about 34 miles (55 kilometers). During their science mission, the duo will answer longstanding questions about the moon and give scientists a better understanding of how Earth and other rocky planets in the solar system formed.

NASA's Jet Propulsion Laboratory in Pasadena, Calif., manages the GRAIL mission for NASA's Science Mission Directorate in Washington. The GRAIL mission is part of the Discovery Program managed at NASA's Marshall Space Flight Center in Huntsville, Ala. Lockheed Martin Space Systems in Denver built the spacecraft. The California Institute of Technology in Pasadena manages JPL for NASA.
